First ,make sure the firmware is v2910_MC990Dv1.zip(5/12 version,for Novatel modem).  And check the instruction: https://www.draytek.com/user/SupportAppnotesDetail.php?ID=102
then plug the modem and try.  If the connection still fail ,please try these solution.

1.remove the MC727 from 2910 first.
2.telnet to 2910,
- wan modem force on
- wan modem pipe 81 85 06
exit
3.open the syslog ,then plug the MC727 with 2910, waiting 2 mins and stop capture syslog.

if the connection fail , please try another pipe in step2.
- wan modem pipe 81 8A 04
or
- wan modem pipe 81 89 09
or
- wan mdoem pipe 81 84 04
or
- wan mdoem pipe 81 82 02.
